Town of Fulton considers wind development

The Schenectady Daily Gazette reports (July 15) reports on the apparent ambivalence of town residents as expressed at a town board meeting that addressed the potential location of wind farms in the area.

Galloo Island wind farm

Palladium Times (July 11) reports on a presentation made to Oswego County legislators regarding the Hounsfield Wind Farm (Jefferson County). While the proposed Hounsfield wind farm itself is in Jefferson County, the necessary transmission line would go through neighboring Oswego County.

Iberdrola-Energy East

Newsli.com (July 12) reports that two more New York politicians (state senate Democratic members Kevin Parker (D-Brooklyn) and Bill Perkins (D-Manhattan) have announced their support for Iberdrola’s proposed acquisition of Energy East, currently under review at the New York Public Service Commission (PSC). Lackawanna Steel Winds wind project will get new turbines

Buffalo News (July 11) reports that the City of Lackawanna Planning Board approved a site plan for 13 new wind turbines for the Steel Winds. Steel Winds is a project of Clipper Windpower.

Offshore wind projects

Buffalo News (July 12) reports on the potential of offshore wind projects, particularly around the Great Lakes. Advantages include stronger, more consistent wind resources (including during the day when demand is high), potentially reduced zoning jurisdicitional requirements; challenges include ice and cost and the environmental impact.  Here for description of a recent offshore wind report focusing on New York.

Potential Orange County municipal wind project

Times Herald-Record (July 15) reports on a potential project at Greenwood Lake. Meteorological testing has begun.

Spafford wind law

Skaneateles Press on CNYLInk (July 15) reports that the Town of Spafford discussed a proposed wind turbine law, aimed at regulating the use of smaller scale turbines. Among those present at the Town Board meeting was a representative of the Town of Skaneateles, who expressed concern that that the town had not been notified of the proposed law.

NY PSC on Marble River

Associated Press reports that the New York Public Service Commission has greenlighted Horizon Wind and AES-Acciona Energy’s joint project to create the 229 MW  Marble River Wind Farm in the towns of Clinton and Ellenburg (Clinton County). Reuters on same.

Niagara Falls Wind Project

Buffalo News on efforts of Empire State Wind Energy to site a project near Niagara Falls.

Wind Law Manlius

The Eagle Bulletin/DeWitt Times reports that the Town of Manlius (Onondaga County) has passed a local ordinance regulating the siting of wind turbines.

Net Metering

Niagara Gazette on the real potential that net-metering reform legislation become law this session. In a June 18 statement, ACE-NY commended Gov. Paterson, Assembly Speaker Silver and Senate Leader Bruno for their commitment to see the enhanced net metering legislation become law.

GE Wind Turbine

Babcock & Brown Chautauqua project

6/5/08. The Westfield Republican reports that the town board of Ripley and Westfield (Chautauqua County) have declared themselves co-lead agencies for the state environmental review of Babcock & Brown’s proposed 125-MW wind farm.

Stamford wind lawsuit

6/11/08. The Daily Star reports that individuals have filed a second lawsuit against the Town of Stamford over issues related to a proposal to develop a wind farm. The suit, known as an Article 78 proceeding to challenge administrative action, reportedly challenges the Stamford Town Board’s approval earlier this year of a resolution to accept a wind farm application by Moresville Energy (a subsidiary of Invenergy).

E. Bloomfield wind law

6/12/08. The Daily Messenger reports that the Town of E. Bloomfield (Finger Lakes region in Ontario County) is considering a wind siting law.

Galloo Island wind project

6/12/08. Newswatch 50 Television reports that the NYS Department of Environmental Conservation will hold hearing June 17 regarding the plan of Upstate NY Power Corp to install up to 90 wind turbines on Galloo Island (Town of Hounsfield, Jefferson County). [update 6/16 ] The DEC flagged its intent to be lead agency for SEQR review in an April 2008 letter. Background environmental documents on the Hounsfield Wind Farm may potentially be found here, though links were not working 6/16.

Howard wind project

6/12/08. The Evening Tribune reports that the Town of Howard (Steuben County) continues to look at Everpower’s 25-turbine wind project.

Enfield wind project

6/12/08. The Ithaca Journal reports that the Town of Enfield (Tompkins County) is drafting a new wind siting law as it review a resident’s proposal for a wind farm. The same paper also reported 6/10/08 that the Town of Ithaca itself is examining a residential wind siting ordinance.

Beacon Power flywheel project

[update 6/16] 6/13/08. The Associated Press reports on a Massachusetts company (Beacon Power Corp.) that proposes to connect a 200-flywheel facility (near the Massachusetts border) to New York’s power grid as a means of storing energy.

Noble Power NY wind projects

[update 6/16] Noble Environmental Power announces formal groundbreaking on four new projects, in Clinton, Franklin and Wyoming counties.
