NYS Governor Paterson issues greenhouse gas reduction order

New York State Governor David Paterson issued Executive Order 24, which establishes that

It shall be a goal of the State of New York to reduce current greenhouse gas emissions from all sources within the State eighty percent (80%) below levels emitted in the year nineteen hundred ninety (1990) by the year two-thousand fifty (2050).

In the Order, the Governor created a Climate Action Council consisting of multiple state actors to prepare a draft Climate Action Plan on or before September 30, 2010. The Plan would lay out how it is the goal shall be achieved and what state impacts such reductions may produce.
