In January 2008 the New York State Department of Environmental Conservation (Division of Environmental Permits and Division of Fish, Wildlife and Marine Resources) issued draft GUIDELINES for CONDUCTING BIRD and BAT STUDIES at COMMERCIAL WIND ENERGY PROJECTS. The draft is dated December 2007. Comments were accepted through March 7, 2008. Final guidelines are expected to be released later in 2008.
The NYSDEC draft guidelines [http://www.dec.ny.gov/docs/fish_marine_pdf/drwindguide1207.pdf] outline DEC’s recommendations to commercial wind energy developers on how to characterize bird and bat resources at on-shore wind energy sites, and how to estimate and document impacts resulting from the construction and operation of projects. Bird and bat resources includes all species of birds and bats that use or may use the site, as well as the habitats that support them.
